It looks closed off so i'm thinking it's probably just an attic or storage area, but the way some shots were framed made it like they wanted you to really notice that second set of stairs. I say there is a 80 percent chance that it is important. Still, really good eye you have there. I always did wonder what that stairway led up to, but didn't look too much into it.
